About Etna

Etna is a borough in Allegheny County in the U.S. state of Pennsylvania, along the Allegheny River, opposite Pittsburgh. Etna was named after the volcano Mount Etna, an allusion to blast furnaces, steel mills, galvanized-pipe works, and other manufacturers located there.

Boroughs are defined, incorporated political subdivisions, but they tend to be smaller than cities. Most of the 959 boroughs in Pennsylvania, for example, have populations under 5,000, though there are exceptions. Boroughs follow a Borough Code; whereby Council is the governing body and the mayor is primarily responsible for oversight of law enforcement, but can break a tie in council, as well. The council can appoint a manager to institute policies.

Role of Etna Borough Officials

Mayor

The Mayor, elected every four years, is responsible for the day-to-day operations of the police department. He also hosts visiting dignitaries and represents Etna in a variety of social functions. He can veto ordinances passed by Council and has the deciding vote when Council is deadlocked.

Council

Etna council is comprised of nine members who are elected to four-year terms by ward, with each ward having three representatives. Every two years, on the first Monday in January, Council holds a re-organization meeting when Council members elect a president and vice-president. The president is responsible for setting the agenda and running the council meetings.

Council, as a whole, governs the town and is generally responsible for: drawing up a budget, setting tax rates, hiring and disciplining employees, appointing members to various boards and commissions, and overseeing zoning and planning, public works, recreation, streets, lighting, and refuse removal.

Secretary Manager
The day-to-day running of the town occurs in this office. Council sets the policy for governing Etna and these policies are carried out mainly by the Borough Secretary-Manager. The manager oversees the daily operations of all borough departments except the police.

Addressing Council

Council meets on the third Tuesday of every month at 7:30 p.m. in the Borough Building. These meetings are open to the public and citizen attendance is encouraged.

Etna citizens with questions, problems, complaints, etc., may address Council at their regular meetings. To do so, a letter indicating their intentions must reach the Borough Office ten (10) days prior to the meeting in order to be placed on the agenda.

Etna Borough Junior Council Program

Etna Borough participates in the Pennsylvania State Association of Borough’s Junior Council Program.  Etna has participated in this Program since 2006.  Through this program, the Borough has established an Etna Teen Advisory Board, made up of local teens that help with monthly litter campaigns, the planning of Etna Teen event and the COPS VS. KIDS annual basketball game, held the weekend before Labor Day each year.

Borough Office

The Etna Borough Office is located at 437 Butler Street, phone (412) 781-0569. The building houses the borough's administrative staff as well as the police and fire departments.

The Borough Office is open Monday through Friday’s, 8:30 a.m. to 4:30 p.m. Payments for Water, Sewage and Garbage collection should be mailed to Hampton Shaler Water Authority, P. O. Box 6444391, Pittsburgh, PA, 15264-4867. You can still drop off your check or money order payment at the Borough Office –no cash will be accepted. All Official records, minutes and contracts are kept on file here as well. The Building also houses Council Chambers, where Council meetings are held the third Tuesday of Month, beginning at 7:30 p.m., as well as other public meetings and hearings. The Etna Planning Commission Meetings are also held here the fourth Thursday of the month, beginning at 7:30 p.m. Call to confirm Planning Commission meetings.

The Borough Office is also available to local civic groups wishing to hold a meeting.
